Is it safe to use starter fluid on a pocket bike racing-2?

I have a 2-stroke 49cc CAG pocket bike and I have not used in more than a year. Its just been sitting there in my garage. I tried to start today and I failed. So I was wondering if its safe to spray a little starting fluid on the plug to make it work?

Which ether spray directly into the cylinder which is not good at all through the air filter.
