Mini Pocket Rocket?

I have a 49cc Mini Pocket Rocket is going 47 + MPH. I was wondering if it is legal to drive without a license in Northern Illinois. It is under 50cc and goes over 35 miles per hour, that is what is taking me confused. So any help in answering. help if you have a cold ordeal too. Like a link to a page on the law of Illinois. I can not find anything by google to maybe you can. PS i was on the computer for something like this for about 2 hours and didnot find anything
