How I can solve this problem the throttle on my 2001 RM250?

I recently went to a shopping spree Rocky Mountain ATV, which seemed a second Christmas. At that spree I bought a set of doubling the high handlebar. By putting the handlebars, I took the throttle tube off. It seemed that he was pulling a bit to get it off, but I thought it would be nice. So I put my bike back together and installed all the other parties. But now, when I put the bike is sounds like accelerator is fixed, but I'm giving any gas at all. Do you think I pulled something in the gas line (not sure if that is the correct term or not). Anyway, any idea what I did and how to fix?

You ran outside throttle cable because they did not remove properly to adapt to the new bars. No way to re-compress. simplest / safest way to fix is a new cable, there are other methods of fixing it, but as he had to ask wouldnt be safe to say
