What are the regulations concerning the construction and sale of custom motorcycles?

I'm wanting to build and sell some bikes personalized, and just buy and sell other bikes. Are there any regulations for any of this? I live in Oregon and I heard that you can build and sell to a certain number of bicycles in a year before you need a manufacturing license or something. Are these state or federal requirements? There is a limit the amount of other things to buy and sell, for example, other bikes, ATVs, go karts and so on? There are also licensing requirements custom built motorcycles.
