Baja Mexico Vacation: Cheap Accommodation Adventure Ideas?

I have received two free tickets to San Diego, CA. I've been there, but would like to rent a jeep and drive to Mexico for nine days. I have off from work nine days in mid-September. Anyone have any recommendations for a city, hotel, guesthouse rentals, etc in two days' drive from San Diego? Requirements: At the beach directly in the Pacific or Sea of Cortez and offer snorkeling / diving. In addition, any another "adventure" activities of the hotel (boat rental, ATV riding, horses, etc) would be an added advantage. Complimentary continental breakfast would be great, but "all inclusive" is a loss of light also eat not drink. Travel agents feel free to reply, but I'm really looking someone with direct experience in the past with a place they liked, or perhaps a property or a B & B owner. Only two of us would go. Cost is a problem: I do not need a 5-star hotel, just a clean and comfortable place to rest my head after a busy day. Thanks for any and all assistance and recommendation
