Is it legal to ride a mini switch in the way?

Hi I am looking at getting a mini chopper … and my uncle said that in Minnesota if you have i is a legal mini chopper ride on the road, provided it has turn signals, etc. .. and said he only has to be 12 to ride legally on the road …… but you have to be weraing a helmet and the lighthouse must be at all times .. and must be under 55cc …… and you do not have to take a test. is this true?? or am I missing something. appricate all the help is … Thanks … Best answer gets 10 points.

Jovan is correct, but I would add that they should also be insured. Call to your local DMV office for all legal requirements on the helicopter.
