Custom Atv Parts

Can an idividual file a lein in Tennessee the past due atv parts, labor and storage fees? if so, how?
Once again I am a motorcycle technology in the state of Tennessee were I own my own "private" performance shop and drove a atv friends for him after we agreed (with a bill), signed the price of parts and labor $ 1,000.00 (1 / 3 of the total value of the atv) picked up 100.00 He dollars for 3 months and I havent seen or spoken with him since, (im Therfore charge $ 15.00 a day storage from the date of last payment) we agreed on weekly payments has made only one (3 months ago). He did not return my calls and eludes me. I have done with this atv and just sitting for 6 months. And it makes it completely his own, there are no loans outstanding from the ATV. I am not a business license, I build custom performance sports bikes and ATV.
If you go down to the county courthouse and file a mechanics lien with the Secretary of there. Once the lien is filed and has been notified, no more than a certain amount of time to pay and pick up the ATV. if the person does not do after that, you can request a title his name as an abandoned vehicle. No matter if your license or not, entered into a signed agreement was verbal but is still legally binding. forms are adequate to complete and file in the office of employees.
