How I can make a Honda Civic LX 1991 in a street legal dune buggy type vehicle?

I really want to cut the body and add some larger tires and suspension and things like that. But I'm not sure what is legal and what I need and need not be in the car. So if you have any information or can direct me to a website to help me that would be great.

The car can be a front-wheel drive is a negative point. Honestly, you can turn it into a badass little toy but for street legal it is not worth it. Actually if you want a cheap toy that you do not mind getting dirty, I would that their failure is low VW. I love to watch them run races in the desert. The motors can be low and put back in very quickly and the parts are cheap. Other than that, not ever leave someone says it is impossible to do anything. Anything is possible when a manufacturer. If you decide to build a civic, I wish you luck.
