How I can get a vehicle registered, which has no papers or plates and has sat for years?

I answered a newspaper ad recently bought a 1971 VW Beetle. The car had no plates and no paperwork that I could find. There were several telltale signs that the car had sat a number of years, but realized it was a project. The seller said he had originally bought it at auction with the intention of using their (good) engine for dune buggy rail, but like many other good plans take time. Once paid, I was not expected no bill of sale, I feel that it should. It was as if a seller feels that since he had left the car go very cheap, it was anyone else, and if it did, it would have been charged either more or destroyed in place. As could have taken the job, but went out for something strange. The seller has a store in one easy place to find, so it's not like if I can not find it, and he does not seem to be trying to hide, hes just a person irritable and angry stranger.

take the VIN number and see if you can request either a lost title or a salvage title. Good luck, VW bugs, the former are my dream car, I'll have one someday.
