Yes, it slowly pushes a needle into the jet as the engine warms up, cut the extra fuel. When the engine is fully warmed up, the needle is fully inserted into the throttle response. When you disconnect the choke, extra fuel continues to flow into the engine that are over the lack of fuel caused by the clogged main jet. But there is enough fuel to allow for maximum acceleration or maximum speed.
