How do you make a purchase-Go Street legal in Florida?

I'm looking to build a go-cart and was curious what the laws Kansas to be street legal. This way i could go where I really want to work, instead of using a trailer. And does anyone have any idea about insurance? Do you really need (assume so)? And whatever about how much could it be? Thank you.
