how much is motorcycle/scooter insurance in southern california?

i am looking to get a used honda ruckus scooter with 250cc motor, is that size motor still considered a scooter or motorcycle?
will i have to get a M1 or M2 license? and how much would insurance be?
i live in the los angeles county area.
