Obtaining your motorbike L’s in NSW, Then riding in VIC?

Hey guys, Im thinking of buying a motorbike to ride to work and back, and im nearly 17.
In victoria (where I live) you need to be 18 to get your learners permit for a motorbike,
In NSW (where my dad lives) you only have to be 16 and 9 months.

Is it possible for me to obtain my permit in NSW and ride in VIC?
Do I need something that proves that I live at my dads place when I go for it?
And can I transfer it over to a VIC permit?
