No. To be legal on any road CA scooter (motorcycle) must have sufficient engine displacement. I think that has to be 150cc or larger. You can check with the Department of Motor Vehicles for accurate information. In the 70s I had a 175cc Honda and had a very difficult time keeping up with traffic. (Very dangerous).
