If you live in NY state you need a plate even though it is under 50cc. No, only on the side of the road, not the sidewalk. Everywhere else in free America, sure, ride where you like with or without plates or insurance. But in NY, look at getting it impounded, going to jail, and getting points! I hate NY. This state always has to make things real hard for the average individual just trying to get by.
