Can a 50cc moped cross the Severn Bridge St. Wales to Bristol?

I realize that the 50cc scooters are not allowed on motorways without But I'm wanting to use the Severn Bridge to get to Bristol. The only problem is that the bridge leads to the M4 motorway. Can 50cc mopeds use the bridge?
