Compulsory Basic Training in Northern Ireland?

The minute I can mount up to a 125 CC Motorcycle with my Northern Irish provisional license? Also will this be introduced in NI, if so when? Also if I can ride a 125 now, I have to do when and if CBT is introduced? Cheers
