How do i make my off road buggy road legal?

i have a off road buggy which has lights indicators a 900cc engine seatbelts , good brakes, how do i make it road legal

In New Mexico there is a vehicle classification for off-road vehicle. I saw one private MVD company gladly hand out a tag for a tube frame Toyota, it was a permanent tag too which was way cool. I asked the state MVD about one for my jeep, and they said if it “ever” goes on pavement, that there is no such tag; yeah right! grrr. any way contact an MVD and tell them that you need a vin inspection for a home built buggy, and they should be able to issue you a vin number. and go from there.
