Can fit 2 people in this and where is the storage area for grcoeries etc, is this safe for 13 to 14 years?

Depends on where you are. In NY pocket bikes can not be plated. It is true in many states. I know someone who sells new and bearly can move a person much less two. Its 13-14 would also need a motorcycle license and in many places it is not possible. Also would have to assemble a basket because you would on a regular pedel bike.
