Pocket Bike start help?

I need help, I can not get my pocket bike to start. I have the sheet, here is the link to it: http://www.minipocketrockets.com/blade-pocketbikes/ I bought from a guy who'd work, but then said he tried to start again and would not start. So now I have and I can not get to start. Can you please help me figure out how to start this thing, its getting really frustrating. What I can do to try to get it to start? There a new spark plug in it. Maybe the engine is flooded. I do not know, but you can say I like all the procedures I can do to get this thing to start. How I can drain all of this thing? I tried to drain the carburetor and put in new fuel, but his departure does not stiill … HELP!

It is similar to a mower engine lawn. Most likely the carburetor needs cleaning. you can get hardware and carb cleaner spray or air intake would be best completely remove the carburetor and spray thoroughly. Check the air filter too. I can almost guarantee that it is the carburetor, however. Good luck.
