Best Beginner bike for women?

Ive done quads, sandrails, jet skis, etc., but never had or driven a motorcycle. Im only 5'3 "Approx. £ 120 max. Id like a bike fuel efficient to have, basically, work, or my husband to take to work. My truck is typical truck mileage and is good with the gas crisis and therefore to reduce their use. I figured investing in a good bike worth the money, and Ive got two other cars Id like to sell that could pay for it. Id prefer something that two people can travel, which can accommodate my height but also be fine for my husband (5'11 "190 lbs.) Definitely something affordable for beginners to learn. We would be in town on a horse (35 mph – 55 mph), mile and a brief work on the highway (70 mph). Let me know if you have any good recommendations! Also, what is insurance and registration in these bad boys? Typical mileage? Average maintenance? I appreciate the responses and / or recommendations of flaws that make fun of women / novice riders!

I just bought a Kawasaki Vulcan 500 for my wife to learn. It is small and light but the engine is still large enough for you to get on the highway at a rate comfortable speed.
