I see these complete lunatic driving a quad with the people in the back and seemed "chav-ish" enough without insurance or helmets. are the UK and U.S. The laws on this? thanks

Define "legal"? You mean you drive on the road? I do not know about the UK, but none of the states of the USA allow for registration and authorization of a quad for street use. That said, the details vary the state in the U.S., but there is no law requiring a helmet or a limitation of the passengers if the vehicles are operated off the road, either with the permission of land owner or on public property reserved for ATVs.
