How old do you have to be to get a road legal quad bike licence to ride on the roads?

Driving on public roads requires a drivers license and registration requires that the owner be old enough to enter into a contract. To register a vehical you need to be 18 and in most states you need to be 16 or older to drive. Some exceptions are made for farm vehicals used in farm service.
