"A moped engine may not have more than 50 cubic centimeters, a displacement of a device external or have the ability to exceed 30 miles per hour on a flat surface. "So that mean the Madass Sachs is a 50 cc motorcycle, as it has speed manual transmission 4? What about the Honda Ruckus because it can go over 30 mph? " (Only weighs 130 so you could do much more than 30 mph lol) Also, technically, if I did an exchange in a 50cc GY6 Ruckus, would have to be registered? Thank you.

In Carolina, Sachs is a motorcycle. "Moped" is a legally defined term and condition of its definition includes "no device is changing."
