Sand Rail Plans

How to remove iron from a concrete staircase railing?
I am planning on havening my concrete stair case in front on my house redone in stone. I Have some friends of the That family are masons Who are willing to do the work But I Need to remove the iron railings. The railings seem to just be bolted on with Some type of square head bolt. They are rusted and have no idea how I will remove them. Fist off screw off Will They Even Before I waste my time or is it some type of stake with a square top That just gets cement? If it should screw off What tool would work best? I just Tried for a second to use an adjustable wrench But Since When I pushed the bolt head is so old and rusted the wrench just slipped off and started to strip the head. I do not What to do now Any pointers and how to approach this? There is Also I place near by That sand blasts and paints the rails so I want to Have That done, Which Is Another reason I need to take them off.
I Suggest would cutting the head off the bolts with a sawsall. This would allow removal of the railing and Better access to the bolt That Remains. This Could be removed from the anchor screws Into That It with a pipe wrench or large pair of channel lock pliers.
