How to get a local law passed?

What do I need to try the local government to adopt a low-scooter riders need to have a motorcycle endorsement on your driver's license? Right now anyone can go out and buy a motorcycle and drive it on a main road with no experience. There are tons of them in Gainesville (UF) and pose a significant safety hazard. They drive very dangerously. I feel I should have the same type of course I had to take to get my endorsement motorcycle.
