Scooters Los Angeles Ca

What are the laws of scooters in California?
I am a student 19 years thats looking for a fun and cheap way to get to and from work and move generally in the center and Hollywood area of Los Angeles. Now, I really want to clarify what is involved in getting a motorcycle in California. Is it necessary registration? Do I need a license? Do I need insurance? Accordingly, http://www.dmv.ca.gov/vr/scooters.htm, is said not to need any of these things. However, also says not to drive where the speed limit is 25 years. Am I missing something? I am interested in buying the Piaggio Fly 50, as it seems to be the best value seems to be fast enough for me. Please help me. I really want to get off the bus system here: / Thanks
According to their link, it says you do not need an operator's license (but no license plates) style motorcycle go-ped ® (the kind you stand on) as the image. CA defined by law as a scooter motor, which requires an M2 class license but no insurance or registration. http://www.dmv.ca.gov/pubs/vctop/d01/vc407_5.htm http://www.dmv.ca.gov/motorcycles/motorcycles.htm But the Fly 50 is more like a Vespa scooter style (the kind you feel). CA law defines these as cycle engine "that require a Class M1 license, registration, plates, and insurance. http:// http://www.dmv.ca.gov/pubs/vctop/d01/vc405.htm CA www.dmv.ca.gov/pubs/vctop/d01/vc400.htm According to the law, "a motorized scooter not a motor vehicle. "So tell Piaggio not want to pay the vehicle registration, title and license fees. If they say," Well, " then the fly is a scooter "motorized" that requires only one license M2-and nothing else. But if Piaggio says that the DMV requires them to collect charges mentioned, it's a cycle "engine" that require an M1-licensed (or permitted), registration, plates, and insurance. http://www.dmv.ca.gov/pubs http://www.dmv.ca.gov/pubs/vctop/d11/vc21224.htm / * Dl648/dl648pt2.htm / End of the line.
