Florida legal help needed regarding the purchase of a scooter bunk?

I bought a motorcycle repair shop in Orlando FL. I suspect that no dealer license. They were sold through a company called U.S. wholesale scooters, and even my temporary tag for the bike was faxed the scooter was be total garbage and dumped in less than 26 miles and 24 hours The guy who sells what he told me he talked to "his uncle" the owner / mgr. of the company, and would no problem for reimbursement of 100% due to malfunction. Well a week later the credit after he came and picked up the scooter yet were issued. So I called the guy and he told me to call the U.S. wholesale. They told me I was not 100% back, that I was carrying $ 400 as fee stocking of 20% for the bicycle as printed on the bill of sale. He was the guy who sold it and got it to sign the back of the invoice indicating full refund is issued. So far, I presented with BBB, I am in contact with DMV about whether this guy had no right to sell the bike, so any other legal advice of a people?
