Probably not. The rules are quite clear that you have to have a license or permission to travel on the street and you can not get a permit until at least 15. All vehicles used in the street should be registered / licensed and how to register the vehicle must pass a safety inspection. The announcement did not say that the bike was DOT or certified by the EPA. Newer vehicles can not be registered unless they meet federal standards. This point is unlikely to be discovered when the bike inspection security.
