Best mopeds and scooters street legal?

I live in a central area where there are some hills. I've been looking for a good moped or motorcycle to get to me and the working class as much as a mile away. Should I go with electricity or gas? What is the best model or company (in your opinion) to go with? Wow. People have been suggesting is rather beastly. I do not need much, and I do not want to spend much, either.

A 4-stroke 49cc scooter can decrease to 5 to 10 mph in the hills (depending on grade), so if you need to continue with the traffic on a 150cc (or higher) size would be more appropriate. Generally illegal to ride motorized scooters bicycle lanes or sidewalks.
