are dirtbikes able to be used as tranportation if you do not have a drivers licence or a car or both?
In order for you to ride a dirtbike on the road, it has to be road legal (lights, mirrors, tyres) and you have to have the correct licence for it.
That will vary where you live.
You will also need to insure it (and in some countries tax it and have it examined for road worthiness if it is over a certain age).
Also, I don’t think the helmets you wear for dirtbikes are legal on the road.
