In Hawaii, you have to have a special permit to drive a scooter?

Let me know if you have to get a special permit or license to drive a scooter / scooter. If you have a permit or license driving a car, you can also drive a scooter, or need additional permission or license? What are the rules? Please do not tell me to call the DMV, because they feel like it!
