legal driving age vw buggy?

im 13 and wondering what is the legal age to drive a vw buggy. I do not mean, as the street legal I mean and off-road.

In my state (CA), I think you can drive at any age if you are approved as a road (off-road vehicle) If is licensed as a car, then you have to have a regular driver's license.
