Did ohio pass a revised age code for ATV’s?

I was told today by my grandfather and uncle that taking affect Jan. 1st there will be a law in ohio that says you can not ride an atv if you are under 16 and if you are 16-18 you must have a permit, even on private property. They said it was due to the rising number of youth deaths in ohio because of atv accidents (ohio ranked 15th for atv deaths). They said that the code also states that special governers must be put on the quads so they cant go over 35 or 45 (they were not sure). Does anyone know anything about this?

I had not heard this, but I am in agreement that something must be done.
